Title: Cell-Phone-Based Natural Language Translation System for First-Responders - Incoming Call-Handler Component

Abstract:
The U.S. Census Bureau predicts that from 2008 to 2030 the percentage of the U.S. population for whom English is not the native language will increase significantly. As a result, law enforcement personnel and other first responders are increasingly likely to find themselves interacting in the field with non-English-speaking citizens. The few special-purpose devices (e.g., Phraselatorâ„¢) currently available to provide automated real-time one-way language translation support to first responders are typically cumbersome, expensive, and difficult to upgrade and/or modify. This group thesis project comprised the design, implementation and testing of a significantly more capable real-time one-way language translation system for first responders utilizing low cost standard cell phones and VoIP/DID technology.
